The planning process for the medium term 2009/10 to 2011/12 started in September 2008 with the principle of participatory planning emphasized as per the local government-planning requirement. The planning process involved the four levels of planning in which all priorities for the different levels were captured in the updated development plan. The four levels include Village level, Parish level, Sub-county level and District level which promote the principle of bottom-up planning complemented by top-bottom approach.

At the village level, the following activities were undertaken by all village councils in the District in their areas of jurisdiction:

1. Holding village planning meeting by October 2008;
2. Identifying village needs/problems;
3. Prioritized needs;
4. Compiled lists of prioritized needs;
5. Developed a village action plan by 31st December 2008; and
6. Forwarded the list of priorities to the parish.

At the parish level, the following activities were undertaken by the parish councils in the District in their areas of jurisdiction.

1. Holding parish planning meetings by 30th December 2008;
2. Selecting a chairman for the parish planning meetings;
3. Reviewing the forwarded lists of priorities from the villages;
4. Prioritizing within the resource envelope;
5. Compiling a list of priorities for the parish;
6. Developing a parish action plan for the priorities;
7. Forwarding the priorities to the Sub-county; and
8. Feedback to the villages on the prioritized/approved activities by the parish council and Sub-county Councils.

At the Sub-county level, the following activities were undertaken by the following stakeholders: - Sub-county Technical Planning Committee, Investment Committees, Executive Committees and Local Council IIIs in their areas of jurisdiction.

1. Holding planning meetings by the various stakeholders;
2. Prioritizing all Sub-county identified problems;
3. Costing all prioritized investments;
4. Compiling the Sub-county Development Planning Forwarding /submitting the development plan to the District; and
5. Feedback to the parishes on the approved activities by the sub-county councils.

At the district level, the following activities were undertaken in order to come up with this development plan:
1. Colleting data on various variables concerning the district like poverty;
2. Indicators, gender issues, climate etc.;
3. Disseminate information like IPFs, policy guidelines etc.;
4. Reviewing Sub-counties Development Plans;
5. Holding planning meetings; identifying the District needs;
6. Prioritizing and costing the activities;
7. Conducting the Budget conference on 19th January 2009;
8. Funds allocation to the various departments; compiling sectoral plans by the budget desk; Integrated all priorities of the District into the District Development plan;
9. Reviewing of the Development plans by the executive committee;
10. Submitting to the district Council for consideration and approval; and
11. Feedback to the Sub-county levels on the approved District Development plan.

The Budget Conference was held on 19th January 2009. During the budget conference, the council made prioritization of the different departments.
