Moroto district has a very low percentage of literacy 13% now compared to last year’s 11%. The low level of literacy contributes to low economic, social and political dimensions of the district. Over 80% of children enrolled in primary schools dropout before completion. Those who complete primary and can not make to secondary have no access to vocational institutions because there is only one. The vocational institutions should be in areas of, technical skills development to create jobs for themselves after training. The district has made significant progress in the education sector. Enrolment in Primary School rose from the Pre UPE figure of 5,764 in 1996 to 19,353 in 2007. This represents 28% of the school going age. This increase in access to primary education depicts an increase of more 29.8% during this period. The number of primary schools also increased from 36 that were available in 1996 to 45 government aided and 7 community schools in 2009, an increase of 6 new schools that represents an increase of about 44%. This trend not only indicates an increase in access to primary education but also that services are reaching nearer to the people and that walking distances are drastically reducing to primary schools. Under SFG and Moroto District Development Programme a number of classrooms and other facilities have been constructed and procured respectively. There are 3 secondary schools one of which is a community (St. Daniel Comboni in Matany). There are two Government aided secondary schools in the district, Kangole Girls Secondary, and Nadunget Secondary School (mixed), with two Seminary Secondary Schools. Lotome Secondary School is being planed. One Catholic diocese technical school offers Junior Craft Certificate. (In the Municipality there is one Core PTC 2 secondary schools). The schools operate with the guidance of education office, Board of Governors and Parents Teacher Associations. The existing structures at the secondary schools are becoming increasingly overstretched because of the ever-expanding number of students accelerated by UPE graduates.
